Amara walks to work — her UNICEF office is a converted military barracks four minutes from the house she rents on campus. Her daughter goes to a daycare run by another organization in the same complex. Her husband, a data analyst, works remotely from their second bedroom. The entire daily logistics chain fits inside a one-kilometer radius.

Ciudad del Saber — City of Knowledge — is unlike anything else in Panama. The former Fort Clayton military base was handed over at the Canal turnover and reinvented as an international campus for NGOs, research institutes, and educational organizations. The old officers' quarters became apartments. The PX became a cultural center. The parade ground became a park where children from a dozen countries play after school.

The campus has a cafeteria, a small convenience store, sports facilities, and event spaces. For anything beyond basics — groceries, restaurants, shopping — you drive to Albrook Mall (five minutes) or Clayton's commercial strip. The bubble is real: Amara can go days without interacting with Panama outside the campus gates.

That insularity is both the appeal and the limitation. For international workers on two to three year postings, it's ideal — instant community, safe environment, zero transition friction. For someone wanting to actually live in Panama, it's a gilded cage. Amara's Panamanian colleagues commute from real neighborhoods and gently tease her about living in 'the compound.'

For expats, Ciudad del Saber is relevant if you work there or with an organization based there. It's not available to the general public — housing is allocated through the campus administration to affiliated organizations.
